Kimberley Process Certificates: When You Need One and How to Get It Right

The Kimberley Process Certification Scheme applies to rough diamonds only, under HS codes 7102.10, 7102.21, and 7102.31. Every cross-border shipment of rough diamonds must be accompanied by a valid Kimberley Process certificate issued by the exporting participant, shipped in a tamper-resistant container, and traded only between Kimberley Process participants.
Polished diamonds do not require a Kimberley Process certificate. However, buyers increasingly expect the World Diamond Council System of Warranties statement on B2B invoices and memos, including for polished diamonds and jewelry set with diamonds. The Kimberley Process addresses conflict diamonds linked to rebel-movement financing. It does not, by itself, satisfy newer Russia-sanctions origin requirements, which may require separate origin, traceability, or sanctions documentation.

Required documents
- Original valid Kimberley Process certificate for rough diamonds.
- Commercial invoice with the World Diamond Council System of Warranties statement.
- Packing list matching the shipment and applicable HS codes.
- Tamper-resistant container or seal details, where recorded.
- Any export permit, customs form, or national KP documentation required by the exporting authority.
- Separate origin or traceability documentation for Russia-sanctions compliance, where applicable.
